Combine the marinade ingredients in a small bowl and whisk until the honey fully dissolves.
Pat the chicken thighs dry with paper towels. Lightly pierce the flesh with a fork, then place the thighs in a large mixing bowl. Pour the marinade over the chicken and toss until every piece is evenly coated.
Pour enough water into a deep 9×13-inch baking pan to lightly cover the bottom, place a wire rack inside above the water level, arrange the thighs skin-side up on top, and brush them with the reserved marinade.
Roast for 35 to 40 minutes, brushing with additional reserved marinade every 10 minutes, until a thermometer inserted into the thickest part of the chicken reaches 165°F.
