Transfer the finely chopped cabbage to a large mixing bowl, add the salt, and massage it into the cabbage. Let it rest for 10 minutes to draw out excess moisture. Rinse under cold water, drain, and transfer to a clean kitchen towel. Squeeze out as much excess water as possible.
Add the cabbage and remaining filling ingredients to a large mixing bowl. Mix in one direction with chopsticks or a fork until the filling becomes sticky and well combined. Cook 1 tablespoon of filling in the pan or in the microwave for 60 seconds, or until fully cooked. Taste and adjust the seasoning if needed before wrapping the dumplings.
Place a small bowl of cold water nearby. Place a dumpling wrapper on a clean work surface or in the palm of your hand. Add 1 ½ teaspoons of filling to the center, then lightly dab water around the edges with your finger.
Fold the wrapper over the filling to create a semicircle, then pinch the edges firmly to seal and form a classic dumpling shape. Place the dumplings on a parchment-lined baking sheet and cover with a damp towel to prevent them from drying out.
Heat 1 tablespoon vegetable oil in a large nonstick pan over medium heat. Working in batches, place 10-12 dumplings in a single layer in the pan, bottom-side down, giving each piece enough room. Pan-fry for 1 minute. Then pour in enough water to create a 1⁄4-inch-deep layer across the bottom of the pan.
Cover and cook for 7-9 minutes, or until the water has evaporated and the pork filling reaches 160°F (71°C). Uncover and check the bottoms. If they need more color, cook uncovered for another 1-2 minutes until golden and crispy. Repeat with the remaining dumplings, adding more oil and water for each batch. Serve with dumpling sauce or chili oil.
