Prepare the Slurry: Whisk the sugar, cornstarch, and water together in a bowl until smooth. Set aside.
Heat the vegetable oil in a large pan over medium heat. Fry the black bean paste for 3 minutes, stirring constantly. Pour the paste through a strainer to remove the excess oil, reserving 1 tablespoon of oil in the pan.
Add the pork belly to the reserved oil and sear until browned and the fat has rendered.
Stir in the onion and green onions, cooking until translucent. Add the zucchini and green cabbage and sauté until tender.
Return the strained black bean paste to the pan. Pour in the cornstarch slurry and simmer on low heat until the sauce becomes thick and glossy. Stir in the oyster sauce.
Bring a separate pot of water to a boil and cook the fresh wheat noodles until al dente, about 3-4 minutes. Drain thoroughly without rinsing, then divide the noodles among serving bowls. Ladle the hot black bean sauce over the noodles, garnish with julienned cucumber, and toss to combine before serving.
